“Tour issue” generally means that the heads are tested for CT and the higher ones selected. The difference between 257 (max within the USGA/R&A rules including the tolerance of 1 and 239 for a 110mph swing speed would in the region of less than 8yds of carry.

I'd pay extra for 8 yards... of course it's only 8 yards if you're comparing to opposite ends of the spectrum
If it's one of the new in plastic TI heads there is 0% chance. Cant be giving a tour player a driver thats an instant DQ if measured. If its been used for a bit, all bets are off.
The funny thing about TI heads are all the ones for sale in plastic are the ones REJECTED by the pros. It's an awesome money generator though.
