Not sure why only Victoria though, seems it’s a Vic government directive. That’s why everyone is getting more confused, states now doing their own thing as well.

My grandfather asked to know how the world would end. In a dream he said that he was looking at empty cities from above but at low altitude just above the buildings. He saw one person holding cardboard above his head. Over a number of nights he had the same dream but different cities.
He told me this a week before he died. He was of sound mind to the end.
    That was 41 years ago

As I understand it it is because the National Cabinet decides and makes high level directives, but it is up to each state to document and legalese it. In Victoria's case they have included a clause that catches golf, intentionally or otherwise is unclear. Whereas other states have apparently not.

I had a solo game planned for this arvo at St Lucia for a bit of practice but have cancelled it. As far as I know they're still operating the course, but the bar and restaurant and whatever is shut. Who knows how long it'll last though.

Yesterday I made up a little "flagstick" from a tent peg and some dowelling in the backyard so I can do a bit of chipping practice. Better than nothing.

The local driving range is still open. My son's junior clinic was canned a couple of weeks ago, so he had one-on-one lessons for the last two weeks, which was a pretty good deal. Distance separation was considered by the pro too.

I don't know how the range is still open though. Everyone is touching the same balls, buckets, and rubber tees, and the flags are still in on the practice greens.

Went to Hillview public Dtvfor a round today.
Single person per group. Driving range is closed due to single person only rule so not worth open.
Quick 3 hours round with a few extra practice balls. Hillview is continuing to open after the weekend till they deem it not worth them opening.

Tomorrow will be the last round at Whaleback which is only 1 per group. Collier still has 4 balls tomorrow before shut down. And they are fully booked till twillight.

My club (Merewether GC) has just been closed due to a COVID-19 positive social player on Tuesday. This has only just been announced, no re-open date has been given at this stage.

Public gatherings limited to two people. I guess that means groups will be limited to two now, so some golf clubs probably won't bother.

I'd expect Golf Australia and the state equivalents will stick a fork in it now.

    It depends.

Is a group of golfers playing a hole at the same time considered a gathering? Many would argue that it isn't, except maybe on the tees. And even then, if social distancing is applied, will anyone dob us in?

The other slight positive is that if golfers over 70 take the PM's advice (and at this stage it is advice. not enforceable by law), there might be plenty of room for the rest of us to play comps in two's.

My understanding is that it is up to the states to make their own determination. I'm not normally looking forward to press conferences from our Premier, but I guess I'll be tuning in tomorrow.

I read something the other day suggesting a lot of golfers petitioning officials in the USA to reopen golf courses given other activities that are still allowed to go on with social distancing.

Given this whole thing started with 1 person I can't see anything resembling normal life until there is a vaccine. From what I've read and seen a vaccine might not be ready for 12 to 18 months.

It’s this sort of absolute stupidity that’s gotten us to where we are now.

On the subject of not getting it.
Weather report on channel 9 today has their talking head standing on a beach in Cronulla with a cluster of surfers behind him. A group of the wax heads are breaking the social distancing.

So if your club closes the clubhouse
If they send virtually all of their staff home other than maybe one poor bastard in the pro shop left there for you all to cough on
If they remove the bunker rakes
    If they remove the flags
    if they remove sand buckets
If they raise the cups out of the ground so you can't even get your ball in the hole
If all the bunkers are GUR
If all the water bubblers our covered
If all the ball cleaners are covered
If they only send out twosomes
If the tee times are spaced out
    If they don't use carts
If at all times people stay >1.5m away from each other
If everyone with cold/flu like symptoms stays away
If everyone >70 years old stay away
If everyone else at high risk stays home too
If anyone who's been in contact with someone who might have it stays home too
If probably more shit has to go right too
If you have to get very lucky

Then you can still play golf. But that's a lot of ifs, particularly when it relies on every single other person doing exactly what the're supposed to also, when most of them can't be persuaded to fill divots or repair pitch marks at the best of times.

Or you can just stay at home like the rest of the world is. Missing a few weeks of golf won't kill you. But the virus might.

Cinderella story, out of nowhere, former greenskeeper, now about to become a Masters champion..... It looks like a mirac.. It's in the hole! It's in the hole!

No problem yesterday, and everyone's habits are improving each week (except for one accidental 'Do you want the pin out?', followed by three 'You can't touch the pin!').

I'm enjoying sinking a putt and walking to the next tee while others putt out.

Unfortunately, it won't last. If not by the law or club's insurer, then a desperate journo or an angry team sport player posting photos of golfers on social media.

If you are in the big city. Us country bumpkins seems to be able to readily follow all the ifs you have highlighted there.
