I would like to see more footage of it. My personal take is the camera angle is possibly misleading and it wasn't as close to the ball as it looked. And my impression of the limited footage shown is that it doesn't look like it was on the line of the swing, it seemed to me to be parallel to it i.e. to the far side. Unless there is clearer footage, I am inclined to think it was just a very lazy, stupid way to clear a loose impediment, You should never move the sand intentionally is a pretty basic concept, I think. I am even disinclined to do this during a practice round, in case I absentmindedly do it during a comp round.

Assuming the video is running at normal speed:
To me, it looks like he is being careful with that first scoop. Why does he need to be careful if he is so far from the ball? Possible indicator that he is closer rather than further away.
Is there a hint of shadow on the ball as he moves across to take the second scoop? Might just be a blur in the vision, but another indicator of closer rather than further away.
He changes the angle of his club to take the second scoop. Why would he need to do that? Looks pretty considered for a supposedly lazy or careless action.
After the action he places the club down with the face close to parallel to the line he scoops (open because he is playing a bunker style shot). Indicates that the scoop is taken from behind the ball.
There is a *lot* of smoke around this kid and his relationship to the rules. I have heard 2 different stories of times that committees let slide reported infractions from players in Bendigo. (My dad plays at Neanger Park) The video looks like fire to me.

There are lots of things in the video that indicate how close he is to the ball. Has he taken to using jumbo sized wedges? If not, the ratio of head to ball suggests he is pretty close to the ball. The right hand side of the picture shows a slope leading up to the ball.
There is clearly no evidence that will stop the love story.
Well I’m sold. I’m going with the Bendigo rumours and blokes watching replays rather than the fella standing over the ball with a club in his hand.

If he was cheating, why be careful? Just gouge a trough behind the ball and hit it. I think it was just dumb. If there was no rule change regarding loose impediments, does anyone actually think he would have tried to improve his lie?
