If you can get the ball within 30m of the green in regulation on every hole and get up and down 50%, you’re off single figure handicap. Keeping the ball in play is the key.

That’s what I heard anyway ... 😂I played with a guy at our club off scratch who drove the ball about 210-220m due to a bad leg. He couldn’t reach couple of par fours in 2. He had a magical short game. He would put just the right amount of spin on his wedge shots to stop the ball near the hole. So good to watch.

Point taken. I'm referring to the standard 36 stableford points without all the other handicap calculation factors.
Even then a golfer with relatively stable handicap is only going to average 32 to 34 points per round, depending on the course. It is the math of the handicap system. In theory your GA is an indication of your ability, rather than what you should average.

Plenty of very good players in the college system never make it as a pro.
It’s still there, just gets you on a lesser tour rather than the big show.
