No, because the standard is not the same. Reed and Herberts intent was to cheat, Tigers was not.

Yes, that's what I thought you'd say. It's too hard to say the golden boy of golf would intentionally cheat, even if it's possibly the case. And I'm sure Reeds reported history of stealing from his college team mates has nothing to do with your opinion of him as Tigers questionable moral behaviour has nothing to do with your opinion of Tiger.

Intentionally moving sand to improve your lie (twice!!) the way Herbert and Reed did is an obvious, appalling act of cheating. Their intent was to cheat to gain an advantage, whereas what you suggest Tiger did was not intentional. You don't scrape the sand away TWICE if its an accident. It is cheating.
