Gotcha !!....so cant start with 14 clubs and swap out putters, but if he starts with 13 in bag we're all good ?

Though if it was a possibility you'd do this why you wouldn't start with the extra putter in the bag is just stoopid.
Unless he wanted to see what replacement club he needed after 4 holes, in which case it MAY be genius.
I might just start stashing spare clubs around the course in random spots.
I'm too lazy to look this up, but isn't there a provision to replace a damaged club with another of the same model in similar condition?
Having asked that question, I'm assuming Froggy wasn't the marker of the player in question, and that the player DID inform his marker of what he was doing. Having not actually looked up the rule, I would think it compulsory to inform the marker, and if not, a very wise thing to do, because I would think there is a car park brawl about to happen if you don't.
I can remember doing this a grand total of once in my entire golfing life, at New South Wales of all places. I had left my driver in the boot of the car, and not noticed until the 4th, because holes 1 and 3 are less than driver off the tee, and 2 is a par 3. I didn't actually know what I was allowed to do, and called a full group meeting to make sure everyone was in agreement that I could retrieve the driver from the car.
Ironically, I had played a good front nine, and immediately drove into a fairway bunker with driver and took a double on 10.

You can replace it as long as YOU didn't damage it in anger or stupidity. bend it around a tree making a shot.. can be replaced.. if it snaps on the downswing, can be replaced.. you hit the ground with it after a shot.. cant be replaced.
You can add more clubs along the way as long as your total used is <= 14
if you start with 10 clubs - you can go back to the car 4 times, you can even swap them out. You just cant have more than 14 clubs total go through your bag in one round.
Note: going back to car 4 times will piss off your playing partners and all groups behind you.
We had one on Sunday where our opponents driver broke due to an accident. He wanted to take the shaft out of his three wood and put it in his driver but we told him he wasn't allowed. That would be modifying the club. Told him he can replace driver but not with other clubs in his bag. Didn't matter as he lost on the next hole.
Rule question I couldn’t find the answer for.

Player A hits his ball first but on the follow thru also hits player b’s ball.
We think this is what happened, it may have been ball hitting the other ball.
2 things.
Firstly, to prevent that occurring, the second ball should be lifted, marked, and then the lie recreated to the best of the ability of the players. Or the ball closer to the hole should be played first if it is practical to do so.
But when it happens, no penalty to either player, and second ball replaced in a recreated lie. Essentially, being in a bunker makes little difference. It's the ball moved accidentally by another player rule. I think.

Rule 9.6 covers this I think, what you did was correct
