moe, didn't he later realise that he just "forgot" about an extra chip out from the trees? Thats not really a magic pencil incident, although it is probably equally reprehensible.
Pre-Henno on OzGolf and the thread in question was at a different forum, so I think you can be forgiven for not immediately getting it!
In short:
1. I played at Liverpool with my old man and two strangers.
2. On #11 I pushed one into the trees, pitched out, hit the green and made a massive putt (70-80ft from memory).
3. In the excitement of the putt, and having striped it down the fairway all day up to that point, I forgot about the pitch-out.
4. I realised that night what had happened and posted at TGF asking whether I should bother ringing the club, given it wasn't my club, to get it cleared up.
I never assumed you had done anything. Was a light hearted dig.

All to do with intent i guess. As Scottt shows, any of us can make a rare error. Blakey mentioned case by case. Clubs need to be serious tho. The serial ball mover/cheater at our club has been on his last warning - about 4 times. When in tree's awaiting his shot he simply takes a stance with his clubhead behind the ball and when no-one is looking drags it along to better positions. Luckily for him he rarely plays with anyone outside his usual 4.
Maybe another problem is that in the present time clubs don't want to risk losing members? Immoral, but i bet it happens.

I would be inclined to a goodish suspension - of the order of 3 months if the player was mature to enough to comprehend the reality of their actions. Possibly a bit more if it was an elite player trying to avoid a 0.2 adjustment, probably less if we are talking about a pretty immature individual.

Guy I played with off 5 yesterday who blew his lid constantly and was throwing clubs everywhere. Even tapped in a moving putt as it was near missing and would of finished 4-5 feet past the hole. I just thought fwit and who cares as his score was gone. This was a stroke back tee tough pin set up. Checked the results and he came third with 6 over the stick net. I say b/llsh/t.

I played in the VW Scramble recently. We played well and missed out on qualifying for the regional by 0.4 strokes. Bummer. Hang on, one of the qualifying groups couldn't make it so we got the call up! You beauty I thought.....until 2 of my group said that they were unavailable. FFS....is there any point in going in it if you can't play in the next stage?
Rodent: not sure with VW but the Holden cheat ball had a pro play with the group in round two which meant all the cheaters were ironed out. I recall looking up the group that won in the one I played, they shot a total of about 33 points in the second round, a big step down from 57!
VW took over the sponsorship of the Cheat Ball. Same event, new name.
Thought the Cheat ball was an Ambrose with a nett score,
