It's like the folk I encounter on ebay who's "computer is broken". Seriously, does that really come into it if you are buying something ?
My father was selling his bowls on ebay. The day the auctioned finished he got run over by a car and was in Royal Melbourne Hospital for 3 months. After a couple of weeks we contacted the winning bidder and explained the situation and I was able to get the bowls to her.
Sometimes extenuating circumstances happen. I wouldn't neg the guy, but I like your message to him, best wait for the response.

With due respect to your situation (I hope he was able to make a full recovery), you see a lot of "the dog ate it" type of excuses on eBay. Going overseas is one example - that shouldn't prevent you from accessing the internet in some fashion to respond, knowing that you have an auction ending at a Date/Time.
What's neutral about dealing with someone that's poorly organised? The only reason I might hold back from neg'ing in these scenario's is if they are currently 100% - if they have been neg'ed in the past it shows they have form.

this guy has 275 positive and provided a full refund, I personally don't see how that warrants a neg

I think you missed the word eventually.... but as a buyer you want communication when you go through this process. You can understand the compulsion to take out your disappointment the first way that comes to mind. Seems like everyone lives happily ever after.

He sold 2 other items the day I won the auction. He's left positive feedback for them both. Nothing for me.

It almost sounds like he wants you to get baited, you neg him, you leave some nasty feedback, he sooks to eBay, they remove the neg. You should neg the prick, but with something simple and effective - "An unfortunate experience".

I'm with Fish. Neg the arsehole, but do it nicely so as to avoid giving him any ammo of his own to fire.
I'd set up a chain of fake accounts and keep bidding on anything else he tries to sell and then draw out the payment process before finally saying to him "I don't care do want you phucken want I'm not paying"
use somethign like:
"the whole experience with this miserable seppo prick has been a collosal disappointment. Avoid like the plague. MTFOATCIYAC"

I was all for neutral feedback but now with that response i would leave negative feedback or better still open a dispute through EBay first so its all documented by them
