Got this on my Golflink -
Cap Regulation Your Cap Point is the best GA Handicap you have achieved during the 12-month period that preceded your most recent round. When your NEXT round is processed through GOLF Link, the GA Handicap that will be calculated for you will not be permitted to be more than 5 strokes above your current Cap Point.

Is this referring to my Anchor???

Yes.

I think they changed the term, to avoid confusion with the illegal putter anchoring.

Ditto the use of 'G.A. Handicap' vs. 'Daily Handicap'.
