Picked up a new putter recently, and after ~5 minutes of putting on the carpet at home I noticed the ball marks were a bit high on the face.

Tight grouping, but high.

Seemed to be rolling it well enough; although, it did feel a little dead/slow.

I have suspected this for a little while, but on my other putters it's been difficult to know for sure as they both have grooves, and there's never any ball marks.

Any ideas?

I'm not a pro so take my thoughts as you wish but it might mean your hitting down on your putts. If you pay close attention to most of the good putters on the TV they will keep the putter head very close to the ground on the way back and it will finish higher on the way through, meaning they hit it on the up slightly. It will be much easier to find the middle of the putter if you do this.

Hit it lower on the face.

Could be 2 things.
1. As Jazz18 said, your hitting down on the ball.
Move the ball a little further forward in the stance to catch it more on the up or square.
If you use a slightly open stance you should get the feel your looking down the line of the putt with the ball more forward rather than looking down at it. Hope that makes sense.

2. To much forward press with the hands. This shuts the putter face over causing the downward strike high on the face.
Don't forward press. Get the feel as thou your hands are behind the ball position.

Buy a new putter

Good call. Forget my original response, just buy a new putter.

Practice with a coin behind the ball and get into the habit of lifting the putter off the ground before taking it back. Taking the head back and lifting it in the one movement can develop into a snatch back which can lead to all sorts of faults. The general rule in putting is for the hands to support the full weight of the putter before starting the stroke.
