What is the best way to hard step project x shafts ?

Just put the wedge shaft into 9 head, 9 shaft into 8 head and so on.

Will the shafts have to be extended?

To play at their original length, yes...half an inch. But in all reality doing this without extending will give you a good indication if it will work for you.
