Ok gents, just to save all the discussions, polls, confusion, arguments, tears, angst, dummy spits, here is a defined set of rules to cover all the issues, just like the Hard Card we see issued by many associations, or in your fixture book.

As is the Ozgolf tradition, there will be no poll, discussion, or debate and just a committee of one. I have a piece of paper from Golf Queensland that says I am a Rules Smartarse, and nobody else has volunteered so here it is.

As stated in the Rules of Golf (1), the Committee should state the conditions of Competition before the event begins. If you run an Ozgolf event and choose not to define the relevant conditions then these will apply.

OZGOLF COMMON RULES
(for events conducted east of 129°E)

Ozgolf Events are played in accordance with the;
* Rules of Golf at www.randa.org (http://www.randa.org/)
* host club/organisations own Conditions of the event being played in conjunction.
* following conditions unless the event host specifically overrides it.

TIES

All ties are to be decided, no joint winners.

Preferred method of setting ties is Sudden Death playoff, for handicap events strokes allocated according to stroke index. If playoff not feasible then a Countback applies as per R&A guidelines 'matching score cards"(1)

18 Hole Events.
Determine winner based on best score for last 9 holes,
if still tied, then last six, three, then finally hole by hole counting back from the 18th.
For handicap events, calculate using ˝, 1/3, 1/6 etc and do not discard fractions.

If multiple tee start, holes 10-18 are used for countback.
If single tee start for, the last 9 holes played by entire Ozgolf field is used.

36 hole events. Countback using last 18 hole score, then as per 18 hole rounds.

If countback still unable to determine a winner, use decimal fraction of Golflink Handicap and if still a tie, decide by height (2)

MATCHPLAY

Use the Balanced Distribution Index (attached)
Table 1 – Play begins from 1st Hole
Table 2 - Play begins from 10th hole.
If shotgun start is used, use Table 1 and consider first hole actually played as Hole 1.

If Matchplay is played in conjunction with another competition (not recommended)
- conceding holes is not possible.
- playing out of turn, incurs the penalty of Loss of Hole, unless the opponent permits it, or pace of play demands it. Both players should act reasonably, eg putts that would obviously be conceded can be played out.

MEN v. WOMEN

For Men and Women to compete in a single event equitably, the Womens handicaps are to be adjusted because they are playing a *different course, as follows:

Womens ACR minus Mens ACR = Adjustment +/-
eg. Womens rating is 73, and mens rating is 71, then the difference of +2 is added to her handicap
In matchplay Events gross score on hole applies, not strokes compared to Par of hole.
* concept taken from Golf Australia countback guidelines for deciding scores played on different courses (3)

DISTANCE MEASURING DEVICES

(stand alone Ozgolf events only, not applicable during any official event hosted by another club or organisation)

For all play a player may obtain distance information by using;
* a device that measures distance only, (DMD)
* a Multifunctional Device (MFD) Application that measures distance only.
a MFD is a PDA or Smartphone or other device that has multiple uses.

If during a stipulated round, a player uses a DMD or an application on a MFD that is designed to also gauge or measure other conditions that might affect his play (e.g. gradient, windspeed, temperature, compass etc). the player is in breach of Rule 14-3
Penalty for breach of rule: Disqualification

OZGOLF MAJORS ELIGIBILITY

To win Honour board events


3 Months Ozgolf membership + 50 posts. (plucked out an arbitrary figure, too harsh?)

Thanks for the feedback Larry. Most of the issues covered have happened before, and those present were unsure what to do.
